Information disseminating systems have long been there to convey the decisions or to provide the appropriate and critical information that is intended to be employed for making decision directly or indirectly. These are also used for advertisement purposes in modern days. The types of these conventional systems are singular, based on the techniques that are being used for the broadcasting of information in such system types. But there are organizations that don't have these systems in some easily identifiable system. Specifically, in the context of educational institutions, these systems don't exist in a resolute form that can be identified as a separate system. They are in fused and distributed form.

Within the educational organization the administration is not able to utilize the present day technology to communicate the information efficiently and quickly to the concerned students/staff. Moreover the conventional systems or techniques limit the information dispersal to be initiated and carried out from a fixed environment (organizational premises) and during a fixed time span (working hours of the organization). This scenario might be a promising domain for information disseminating systems based on present day technology like mobile push information services. In order to harness the mobile push information services for the betterment of the educational organizations (like ours), a suitable notification system (software based) is introduced which can convey the information from the administration to students/staff (irrespective of their time and location coordinates), in the form of SMS/E-Mail.

Instant Notification Dispatcher (IND) is an effort to lend new dimensions to the existing system by being an add-on to the conventional system. IND falls in the category of information disseminating systems based on Mobile Push Information Services (MPIS).It will specifically use SMS notifications to convey the intended information by the concerned authorities in the educational organization.

1.1 Present systems and Developed system.

Conventional means of notifying are based on techniques that involve the information to be published by the source on some intermediate medium (like notice boards) which needs to be accessed by the target in order to complete the objective successfully. The primary drawbacks of this ages old technique are:
1. Stagnation of information at the published site.
2. The target himself needs to check the published site or at most it needs to be conveyed in person or through some intermediate human resource.


1.2 Objectives of System.

Objectives of Instant Notification Dispatcher are same as the concerns of stake holders. They can be listed as:
1. The system accepts jobs from its stake holders.
2. The notification is delivered to the intended person(s) (target) only.
3. The notification is delivered virtually instantly.
4. The notification is delivered reliably and with 100% success.
5. The notification is delivered without any errors that may convey wrong or false information.
6. The system can be accessible to the stake holders from anywhere and at anytime.
7. The system pipelines all the jobs coming from its stake holders.
8. The system provides a way to allow access only to authorized persons.
9. Its proper functioning can never get compromised.
10. The system safeguards itself against any attempts to compromise its intended functions.
11. The system maintains a record of all its transactions and produce them whenever requested.

1.1.2 Significance of Project:
This system will not replace the existing conventional system as a whole, but will be an add-on to it. However the system will have following significances:

»It's reliable.
»It can be available to service the requests from anywhere and anytime.
